[...] The Ambassador As I noted in another event summary, presentations by diplomats are — with some notable exceptions — notoriously dull, and Zaripov was no exception. This is not to demean Zaripov in the slightest — he was just doing his job, repeating the government line (”Tajikistan’s made a lot of progress, especially given the civil war, yada yada”). To his credit, he was a good sport and engaged when McGlinchey painted a much different picture of the future prospects of Tajikistan (read on). [...]

[...] Returning to the SCO, James reports on the Foreign Minister Kasymzhomart Tokaev’s speech in a W.P. Carey Forum for the Central Asia-Caucasus Institute of Johns Hopkins School of Advanced International Studies. Tokaev denied the media claims of SCO being an anti-Western block, and defined it as a “unique organization with universal goals, and as especially useful for combating religious extremists because of its strong military component”, says James. Tokaev gave a usual “first economic, then political reforms” speech, which one diplomat called a “two words forward, one step back” development. [...]

<i>'... he later emphasized that economic reforms should come before political (democratic) reforms, and only with this basis could the political system began to change significantly ...'</i>

Clearly he has been paying attention to his Fareed Zakaria. However, it is a variation on the standard Central Asian-rebuttal to critiques on their political and economic reform e.g. 'you in the West took hundreds of years to achieve free markets and liberal democracy, we have only been independent states for 15 years, how can you expect us to achieve these things so quickly ? etc etc.
