The All-Nation Leader

From a recent Kazakhstani Embassy press release concerning the Consitutional changes:

According to a unanimous decision of all the MPs, the first President of the Republic of Kazakhstan and the all-nation leader N. Nazarbayev is given an exclusive right and an opportunity to run for president for the third time, in addition to the legislatively prescribed two terms, naturally, alongside other candidates. (emphasis mine)

Perhaps “all-nation leader” sounds a little tamer in the original Russian or Kazakh, but in English it brings to mind early 20th century autocrats who delighted in adding ever-more grandious titles to their position (especially if those titles were given “spontaneously” by friendly officials or parliaments).

Also, that last “naturally, alongside other candidates” rings with a Vonnegut-like sarcasm. Whoever is writing these press releases has at least been blessed with a sense of humor.

Finally, just in case you think the All-Nation Leader might not gain any concrete authority from the changes, there’s this:

[the] President now decrees not only the overall parliamentary elections to be held, but the elections to both its chambers separately. To guarantee the representation of national-cultural and other significant societal interests in the Senate, the head of state now approves 15 members instead of the usual 7.
