Opposition social-democratic party for the third time appealed to the ruling “Nur-Otan” party, chaired by president Nazarbayev, urging 126 party list members of “Nur-Otan” to disclose their tax declarations as well as information on whether they got use of money-and-property legalization or not.

Opposition’s question was: did “Nur-Otan” candidates personally or their close relatives do legalization of money, securities, buildings or vehicles, and, if yes, how much did the legalized property cost? The first two appeals were ignored, but top-manager of the wealthy state fund “Kazyna” Kairat Kelimbetov once stated, in turn, that all other parties should also publish what the party list candidates own. Kelimbetov recently joined the party, but immediately got the post of a deputy chairman.

The opposition, and a vast part of the society and NGOs repeatedly stated that this, second legalization of money and property, which is taking place just a couple of years after the first one, is merely a scheme allowing corrupt officials and their relatives (who used shady and even criminal ways to obtain their wealth) to get cleared of possible accusations in future. According to official data as of August 3 (the legalization campaign ended on July 31), nearly 536 billion tenge or $4,4 billion was legalized. Approximately $1,5 billion was laundered within the last three workdays!

“In other words, the most part of legalized property is made up not by “agricultural equipment and buildings of the citizens”, as the authorities tried to present, but huge amounts of money, including cash. Moreover, according to statistics, 90% of the legalized money come from Astana, Almaty and abroad, not from the regions, where the majority of urban and wholly rural population lives”, the All-National Social Democratic Party writes.

Besides, the social democrats responded to Mr. Kelimbetov’s question - 17 (out of 80) ANSDP party list members or their close relatives had applied for legalization, but none of them did try to legalize money - only land allots, cars, garages and households for the total of 3,5 million tenge. Very modestly. Now the ball is on “Nur-Otan’s” side.
