Chief of Local TI Office Stands Up for Arrested State Manager

Jaksybek Kulekeev, former president of the largest state company Kazakhstan Railways  was arrested red-handed with 100,000$ bribe more than three weeks ago.

Many observers and average citizens almost immediately agred in opinion that the former twice-minister and national company’s top manager was framed by some elite groupings — the alleged bribe was ridiculously small and the capture operation was too pictorial. Interestingly, the so-called opposition press’ reaction was quite strange - it unanimously sings praiseful odes to Kulekeev, calling him a “lucid mind”, ”bright manager” and “victim of the anti-bribery witchhunting”.

It’s still not known who will be defending the Kulekeev’s interests in court, but he has already got an outstanding backer. It’s Vitaly Voronov - a prominent lawyer, formerly - member of the opposition parties, currently - chairman of the board of the Kazakhstani branch of anti-corruption NGO Transparency International. Although, recently he has caused irritation of the domestic “democratic crew” when he protected interests of Information Minister Yertysbayev.

“Preliminary investigation into the Kulekeev case violate the presumption of innocence principle”, he says.

“They allege that he is a criminal and his guilt will be proven. This is a direct violation. How will the judge be able to consider this case objectively?” Voronov exclaimed at the expanded session of the Human Rights Commission under the preisdent of the republic in Astana.
