Re natural gas

Marat of the Russian-language neweurasia blog presents a new episode of his statistical revelations:

I have read some statistics regarding supply of natural gas to households in the rural area of Kazakhstan. It happens that 88-92 percent of all households actually have access to such kind of facility.

I wondered - how come the percentage is so high, if several regions in Kazakhstan are not provided with natural gas infrastructure at all, including regional centers. Then I’ve found a petite endnote - “including liquefied gas”, i.e. the gas in containers.

Now I wonder - how those 8-12 percent of households should look like and where they are, if they cannot use even liquified gas in containers?
